The TCE program in Namibia started in 2005 based on the principal that “only the people can liberate themselves from AIDS the epidemic”. Through its initial years of operation, the TCE program focused on door to-door operations to reach individuals and families in underserviced rural communities. The program was adjusted in 2016 following the evolving HIV epidemic conditions in Namibia and the international 90-90-90 strategy where there was a shift from mass mobilization and testing of the general population to targeted HIV counseling and testing.

People who test HIV positive are linked to treatment with a close follow up to secure adherence to the treatment. When the people adhere to treatment they will no longer pass on the virus to others. The TCE program covers 7 regions in Namibia and tested 21,138 people in 2018.
